IGAD convened the Special Summit of the IGAD Heads of State on “Durable Solutions for Somali “refugees which took place on the 25th March, 2016 in Nairobi. Africa Policy Institute was represented by Prof. Peter Kagwanja in the main Summit Secretariat.
The Igad Summit on Durable Solutions for Somali Refugees, was the first of its kind in the refugee area, and was organised with the support of UNHCR and the European Union. The summit presented a new deal for Somali refugees in particular and other refugees in general which was signified by the Nairobi Declaration on Durable Solutions for Somali Refugees and Reintegration of Returnees and its Comprehensive Plan of Action, the most exhaustive one on Somali refugees so far.
The new deal centres on the need to scale up the stabilization and reconstruction of the Somali state, including the role of Amisom in building the capacity of a professional Somali National Army and Police Force to restore law and order in the war-torn country. It also calls for socio-economic stabilization to support IDPs and returning refugees.
